Europe, now it is your turn to act

In the wake of the conflict in Libya, thousands of refugees who were in the country at the time have been forced to flee again. Now, they have nowhere to go. The international community holds the solution: some states can offer to resettle them elsewhere. Yet so far, European countries have done little to help.

Carlow Rohingya Resettlement Programme

This research report, on behalf of the County Carlow Development Board, aims to provide a systematic assessment and evaluation of the Carlow Rohingya Resettlement Programme. Data was collected to explore the opinions and inputs of relevant stakeholders in the area in order to provide useful feedback about the effectiveness and value of the project. It aims to qualitatively document the key learning from the programme, to highlight areas of success and achievement and to indicate areas in need of greater attention. In addition, it aims to assess the current level of need of the Rohingya community and to make recommendations for the future development of the Resettlement Programme based on the main findings of the research. It is intended that this document act as the first comprehensive account of all of the initiatives that took place in the first year of the Carlow Rohingya Resettlement Programme as well as contextualising the project within the most recent and relevant social framework.

Spain will welcome 30 refugees in 2013 and 2014 as part of its resettlement programme

España acogerá treinta refugiados en 2013 y 2014 dentro del programa de reasentamiento.

El Consejo de Ministros ha aprobado el Programa de Reasentamiento de Refugiados en España en cumplimiento de la Ley de Asilo, y ha acordado el reasentamiento en España de hasta treinta refugiados durante los años 2013 y 2014 como muestra de solidaridad de España con la acogida de refugiados.

En la determinación de los perfiles de los refugiados que sean reasentados en España se prestará particular atención a aquellas situaciones de especial vulnerabilidad, atendiendo a los grupos familiares, así como a mujeres y menores en situación de riesgo.

La ejecución del Programa se llevará a cabo por los Ministerios del Interior y de Empleo y Seguridad Social, quienes podrán solicitar la colaboración de los Departamentos que, en virtud de sus competencias, se requiera.

Los refugiados que sean acogidos en España como consecuencia del Programa tendrán el estatuto legal del refugiado previsto en la Ley de Asilo, es decir, los derechos a la no devolución a su país de origen, a obtener una autorización de residencia y trabajo permanente, y a que se le expidan documentos de identidad y de viaje.

Finalmente, desde un punto de vista económico, los gastos derivados del reasentamiento de refugiados serán asumidos casi en su práctica totalidad por el Ministerio de Empleo y Seguridad Social, gastos que se han estimado en 894.655,17 euros.

Antecedentes

La Ley reguladora del derecho de asilo y de la protección subsidiaria, del 30 de octubre de 2009, regula, con carácter general, el sistema por el cual España presta protección internacional en nuestro territorio a aquellas personas que no pueden volver a su país de origen porque tienen temores fundados a ser perseguidos por motivos de raza, religión, opiniones políticas, etcétera.

A su vez, junto con la protección anteriormente mencionada, con carácter especial la citada Ley de Asilo prevé el reasentamiento de refugiados en nuestro país. El reasentamiento es un proceso por el cual un refugiado que ha huido de su país de origen porque está perseguido por motivos de raza, religión, opiniones políticas, etcétera, y que ha encontrado asilo temporal en otro país, es reasentado en un tercer país donde tendrá protección permanente, igual que un refugiado en sentido estricto.

Características del reasentamiento

Para ello, la Disposición Adicional Primera de la Ley de Asilo establece que el Gobierno elaborará programas de reasentamiento de refugiados y acordará anualmente el número de personas que podrán ser reasentadas en nuestro país al amparo de dichos programas, a propuesta de los ministros del Interior y de Empleo y Seguridad Social.

El reasentamiento constituye, por una parte, un instrumento con el que se garantiza una protección duradera al refugiado y, por otra parte, una muestra de solidaridad internacional con los países en vías de desarrollo, que soportan la acogida de la mayoría de los refugiados que hay en el mundo.

Cabe señalar que, a nivel comunitario, en marzo de 2012 se adoptó el Programa Conjunto de la Unión Europea en materia de Reasentamiento, que recoge el marco común para la implementación de los programas nacionales de reasentamiento de los Estados miembros, contando con el apoyo financiero comunitario a través del Fondo Europeo de Refugiados.

Video Interview Pilot

The possibility of conducting interviews using Video Interview were discussed at a meeting of the project entitled “Practical co-operation in EU resettlement” of the IOM, UNHCR and ICMC held from 8 - 10 March 2010. The IND took the initiative in connection with the above. A pilot was performed with refugees in the Emergency Transit Centre (ETC) in Romania. Other countries were afforded the opportunity to join this pilot. The Hungarian government had two observers participate in the mission.

The objective of the Video Interview Pilot is to examine whether time and costs can be saved using this technology, while retaining the quality of the interview.

This memorandum describes the preparation and implementation of this pilot. Conclusions and recommendations are formulated on the basis thereof.

The following questions had to be answered in order to perform the pilot:
• What are the (minimum) technical requirements?
• What minimum requirements should the setting of the interview satisfy?
• What requirements does video interviewing impose on the interviewer?

80 Refugees Resettled to Spain Under New Asylum Law

The UNHCR Global Resettlement Solidarity Initiative called on states to pledge resettlement places for refugees ex-Libya stranded at the Libya-Tunisia border, and to implement an emergency resettlement programme. While the solidarity response of the EU Member States initially was moderate, in the end  10 European countries resettled refugees.
 
Spain's response is the first time the country has responded to a UNHCR resettlement request, under the new Spanish asylum law which provides a legal basis the resettlement of 80 refugees every year.  On July 17th, 80 refugees from Eritrea, Sudan, and Somalia who had been stranded for nearly a year at Shousha refugee camp in Tunisia arrived in Madrid.  Representatives of the Ministry of the Interior conducted a selection mission in Shousha in June 2012, and the resettlement process - from selection to arrival - took approximately 3 months. The International Organization for Migration has in close coordination with UNHCR assisted the 80 refugees with their travel from Shousha camp to Madrid including the facilitation of departure and arrival procedures. 
 
Refugees resettled to Spain will be supported by the government for a period of two years.  Like asylum seekers, they are initially accommodated for up to 6 months in reception centres (“Centros de Acogida a Refugiados”).  In Spain, these centres are either directly managed by the Ministry of Labour & Social Security, or by NGOs under contract with the Ministry.  During their time in the centre, resettled refugees are provided with integration support by the NGOs ACCEM, CEAR and Cruz Roja, including cultural orientation, psychological support and language instruction.  After they leave the reception centre resettled refugees move to municipalities, in most cases in the same where the reception centres are located.  They will receive financial assistance to rent their own accommodation and to support themselves.  
 
The economic and financial situation in Spain is now at its worst - social services are facing serious budgetary cuts and there are limited possibilities to find employment - so the refugees resettled to Spain as part of this new programme are likely to experience some challenges in their integration and settlement there.  Nonetheless, resettlement to Spain from a camp situation as harsh and insecure as Shousha in Tunisia is a positive step for the group, and the ongoing integration support of the expert NGOs will help them to build their new lives in Spain.
